Project EvOSS (Evolution of social segregation in education)

The aim of the project is to establish a comprehensive overview of the socio-economic and socio-cultural profile of pupils,  who have attended primary and secondary education (including different streams and specialisations) in Luxembourg between the school years 2009/2010 and 2022/2023. This overview covers both public international schools that follow the European curriculum and private schools that follow the national curriculum. Following on from the EsicS project, this profile will be based on the socio-economic and cultural variables used to establish the school quota and the social index in primary schools.  This socio-economic and cultural mapping of all schools, both public and private, will make it possible to quantify school diversity in the country within the different types, cycles and levels of education, as well as its evolution since 2009.

In addition to this mapping, a number of other avenues are currently being explored:

In order to obtain a complete picture of the social composition of all public and private schools that follow the national curriculum, it would also be appropriate to include private schools that do not follow the national curriculum.

In the next stage, these school profiles will be linked with data on the composition of the population in the corresponding geographical units.

The project was launched by the OEJQS in 2023 in close collaboration with the Luxembourg Institute for Socio-Economic Research (LISER). It is based on the empirical and methodological results of the previous EsicS project ‘Evaluation of the application of the social indicator in the context of the allocation of the quota per commune in basic education’, which aimed to evaluate the methodology underlying the calculation of the social index in Luxembourg and to provide recommendations for its modification for future indices.

The calculations are based on a combination of two sets of administrative data:

(1) data on the socio-economic characteristics of pupils and their parents, provided by the Inspection générale de la sécurité sociale (IGSS), and

(2) data on the educational trajectories of pupils and their linguistic background provided by the Service de Coordination de la Recherche et de l’Innovation pédagogiques et technologiques (SCRIPT) of the Ministère de l’Éducation national, de l’Enfance et de la Jeunesse (MENJE).
