Workshop Day “Distress, Delinquency, Protection, Penal (D2P2)”
Opportunities, limits, and challenges in the context of current changes in youth protection, child and youth welfare, and juvenile justice
On 28 June 2024, the OEJQS organised a workshop day at the eduPôle in Walferdange focused on the areas of child and youth welfare, child and youth protection, mental health and juvenile criminal law. The event was organised in the context of the legislative reform launched in April 2022 (projets de loi 7991, 7992 and 7994) and its anticipated impact on the aforementioned sectors.
Invited to the event were representatives from the Ministry of Education, Children and Youth, the OKaJu, the Association of Foster Parents, as well as practitioners from child and youth welfare, youth protection, juvenile psychiatry services, and the penitentiary administration.
After the opening by the OEJQS, Dr Holger Schmidt from the University of Siegen did a presentation on the topic of “Juvenile delinquency as a discursive construction and professional datum”.
Following this, Dr Sabrina Göbel and Stephan Mackel from the OEJQS presented the initial results of a qualitative survey entitled “Border crossings between opportunities and challenges. First results of the analysis of expert interviews”.
The aim of the workshop day was to identify the perspectives, positionings, expectations and needs of the participants in relation to perceived opportunities, limits, and challenges in the context of the legislative reforms. To achieve this, three different workshops were arranged, providing opportunities for multidisciplinary exchanges. The presentations of the outcomes developed during the workshops and the plenary discussions also contributed to fostering an intersectoral dialogue.
The OEJQS will use the insights and discussions from the workshop day to continue the dialogue with the relevant sectors within the priority domain “Distress, Delinquency, Protection, Penal” (D2P2).
