Thematic report: SEA-Strukturen – Herausforderungen und Perspektiven der non-formalen Bildung (German)

The report “SEA-Strukturen – Herausforderungen und Perspektiven der non-formalen Bildung” sheds light on key developments, current challenges, and future potential in this field, highlighting both barriers and promising opportunities. It underscores a fundamental point: educational processes do not take place solely within school settings. Services for education and care (services d’éducation et d’accueil – SEA), as part of non-formal education, complement formal, informal and family-based forms of education. They play a vital role in child-centred development and in ensuring equal opportunities. By providing accessible and early-stage educational experiences, they should help to compensate social inequalities.

Based on an in-depth document analysis and insights gathered during a workshop with practitioners, policymakers, and researchers, the report identifies the main challenges in the field of non-formal education. These include managing linguistic and cultural diversity, improving quality standards, ensuring staff training and professional development, as well as fostering collaboration with schools and families. Furthermore, the report places these challenges in the context of European policy objectives, clarifying how European requirements impact Luxembourg and how these are being addressed at the national level.

The report concludes with seven recommendations for advancing the sector, including improved networking and cooperation among educational stakeholders, targeted professional development strategies, and systematic data collection to support an effective quality governance in Early Childhood Education and Care (ECEC).

Non-formal education is recognised as a key driver for promoting equal opportunities, and one that requires stronger political support. Only through holistic, well-coordinated, and high-quality provision can educational inequalities be identified and addressed early on.
