Thematic report: Die Situation von Kindern und Jugendlichen mit Verhaltensauffälligkeiten in Luxemburg – Collaboration matters

As part of the project Troubles du comportement, this third and final report in the series published by the OEJQS addresses a central question: How are children and young people with behavioural difficulties supported in Luxembourg, and what conditions must be in place to enable the various systems and stakeholders working with this target group to respond effectively?

This report is the concluding publication in a series whose two preceding reports laid the groundwork based on international evidence: School Matters demonstrates that mainstream schools constitute an indispensable anchor for prevention and support, but cannot fulfil these tasks on their own. Context Matters highlights that out-of-school interventions are particularly effective when they are systemically interconnected and take into account the individual life contexts and specific challenges faced by children and young people. Collaboration Matters integrates these findings and links them to its own research on the situation in Luxembourg. The analysis is based on a nationwide survey of commissions d’inclusions-Presidents across both educational levels, three multiprofessional focus groups involving stakeholders from schools, ESEB, SePAS, child and youth welfare services, and specialised institutions, as well as a systematic interpretation of the findings against the backdrop of the international research landscape.

Across the three reports, one central finding emerges: effective support does not depend on individual systems or actors in isolation, but on coordination and collaboration across all the areas involved.
